SEO consultant, SEO freelancer or SEO agency: the three terms often get mixed up, but they stand for three different ways of working together. Pick the wrong model and you either pay for hours nobody implements, or for an apparatus you do not need.
Here you get the differences in one table, the costs backed by market data and a simple decision guide.
Key takeaways
- Consultant: delivers strategy and priorities, your team implements. Worth it if you have people who execute.
- Freelancer: implements personally, usually in one clearly defined area. Worth it for concrete tasks.
- Agency: delivers strategy and implementation as a package. Worth it if you want to outsource a lot of volume.
- Time frame: freelancers usually work per project, consultants accompany a project or stay at your side long term, agencies work on a monthly retainer.
- Terms: freelancer is a contract form, consultant a role. Many consultants work freelance.
- Costs: consultants are highest per hour, agencies per month. Freelancers are the cheapest per hour (Ahrefs, freelancermap).
- The core question: who implements on your side? The answer almost always decides the model.

Consultant, freelancer, agency: the difference
The most important difference is not size but role: who thinks, who does the work, and who is your point of contact?
In short: freelancer describes the contract form, consultant the role. Most SEO consultants work freelance, which is why the two terms are often used interchangeably. In this article a freelancer is someone who implements, and a consultant is someone who delivers strategy and steers. Google separates the terms too
| SEO consultant | SEO freelancer | SEO agency | |
|---|---|---|---|
| Role | Strategy, priorities, steering | Implementation in one area | Strategy and implementation as a package |
| Who implements? | Your team or your service providers | The freelancer | The agency team |
| Time frame | Project or ongoing, often for years | Usually one project | Usually ongoing, with a minimum term |
| Your point of contact | The consultant | The freelancer | Usually an account manager |
| Talks to | One fixed contact or everyone involved: marketing, editorial, design, IT and development, external service providers too | Usually one contact | Your team, via the account manager |
| Billing | Retainer, day rate, project | Hour or project | Monthly retainer |
| Scaling | Limited, few clients | Limited, one person | High, several disciplines |
| Risk | Strategy without implementation | Outage, narrow focus | Changing teams, standard packages |

In practice the lines blur. Many freelancers also advise, many consultants implement parts themselves. What matters is what the offer says: strategy, execution or both.
There is a second axis: time. You usually book a freelancer for a project, such as copy, a migration or a technical fix. A consultant can accompany a project, for example an audit or a relaunch. Often, though, a consultant stays at your side and steers for months or years.

What do the three models cost?
The best international data comes from an Ahrefs survey of 439 SEO providers. For the German-speaking market, freelancermap provides the freelancer figures.
| Model | Hourly rate | Monthly retainer |
|---|---|---|
| SEO consultant | avg. about $171 | avg. about $3,250 |
| SEO agency | avg. about $99 | avg. about $3,200 |
| SEO freelancer | avg. about $72 | avg. about $1,350 |
| SEO freelancer DACH | median €80, middle half €60 to €100 | not stated |

Notice: consultants are far above agencies per hour, but level per month. The reason is the model. A consultant sells few, condensed hours, an agency sells many execution hours at a lower rate. Why a higher hourly rate is often cheaper
Which model fits you?
The decision hinges on two questions: do you have people who implement? And how much volume is there?
DO YOU HAVE PEOPLE TO EXECUTE?├─ yes│ ├─ you need direction│ │ ► SEO consultant│ └─ you need special knowledge│ ► freelancer for the topic└─ no ├─ little volume, clear task │ ► freelancer └─ lots of volume, many skills ► agency
An SEO consultant fits if
- you have a marketing team that can implement content and changes itself
- you need strategy, priorities and a second opinion, not extra hands
- SEO and GEO touch several departments and service providers: marketing, editorial, design, IT and development
- you want someone who stays at your side long term instead of booking someone new for every project
An SEO freelancer fits if
- a clearly defined task is due, for example a technical audit or copy
- your budget is limited and you want direct contact
- you can handle the steering yourself
An SEO agency fits if
- you want to outsource copy, tech and link building at scale
- nobody in-house implements
- you need several disciplines from one source, such as SEO, SEA and social
From my practice: why I am only a consultant
I deliberately work without a team and work with at most five ongoing clients, plus one project client. Five plus one, no more. In agencies an account manager often does the talking and juniors do the actual work. With me, the architect plans and owns the work himself, from start to finish.
Depending on the client, I have one fixed contact or talk directly to everyone involved: editorial and content, design, IT and development, in-house marketing and sometimes external service providers. I hold the threads together so SEO does not get lost between departments.
It works best with companies that have a marketing team that takes direction and implements, and that plan with a fixed budget instead of hours. Placetel is the model: I have been working with the team since 2016, organic clicks have grown from 11,000 to 135,000 per month.
Hybrid models that work in practice
The question is rarely “either or”. Three combinations I see often:
- Consultant plus in-house team: the consultant sets strategy and priorities, the team implements. This is how I run SEO sparring with in-house teams. The cheapest model if the team has capacity.
- Consultant plus agency: the consultant steers and reviews the agency. Useful with lots of volume when you want independent quality control.
- Consultant plus freelancer: the consultant plans, freelancers handle copy or tech. Flexible, but someone has to coordinate.
The question is not consultant or agency. It is who implements on your side.
Red flags when choosing
Whatever the model, some red flags always apply. Google names them in its guide Do you need an SEO?:
- Ranking guarantees. Google is clear that no one can guarantee a #1 ranking.
- Secrecy. If someone will not explain what they change on your site, walk away.
- Cold emails. Unsolicited SEO offers deserve the same skepticism as any other spam.
- Mandatory links. You should never have to link to your SEO.
Google also recommends asking for examples of previous work, industry experience and how success is measured, and granting only read access to Search Console for an audit.
FAQ
What is the difference between an SEO consultant and an SEO freelancer?
The terms are often used interchangeably because most SEO consultants are self-employed. Freelancer describes the contract form, consultant the role. The difference lies in the offer: a consultant delivers strategy and steers, often for months or years. A freelancer in the narrower sense implements personally, usually for a clearly defined project.
Is an SEO consultant cheaper than an agency?
Not per hour, often per month. According to Ahrefs, consultants and agencies are level on monthly retainers on average. The consultant becomes cheaper once your team handles implementation.
When is an SEO agency worth it?
When you want to outsource a lot of volume and nobody in-house implements copy, tech and links.
Can I do SEO myself?
Yes, at least as a small local business. Google recommends its own SEO Starter Guide as a start. A consultant pays off once the website gets more complex or a relaunch is due.
How do I find a good SEO consultant?
Ask for concrete results, experience in your industry and how success is measured. A good consultant asks you about your business model, competitors and audience in the first call.
